YES! Cambodia was never colonised, it was just a protectorate, therefore the French put very little into Cambodia, indeed when they left in 1953 there was very little for them to leave, no schools or colleges, no public buildings to house a government and no sporting complexes. What Cambodia had and mainly lost during the troubled times was the fruits of their own work. Have a search on New Khmer Architecture.
Has much of any consequence really changed since the 1860`s apart from colonisation by the French and Saloth Sar. :)
